For a registry to serve as the Home Registry in a Federation, it must be authorized (authorization implicitly implies that the registry has also completed certification of compliance).

For a public federation, the SADAR Governance body acts as the certifier of compliance and authorizer of registries (RoR) for federation. The authorized registries are in replicated Registry-of-Registries for federation configuration.

For a private federation, a local RoR may be defined following the SADAR specification. Local federations may not interoperate with public federations.
